RESOLUTIONS
Part of the excitement of convention is the opportunity
to offer resolutions about the
issues that concern your Congregational Unit.
1. What is a resolution?
A resolution is a main motion, presented in written
form by a delegate ‑ a proposal that the convention takes action
or express itself as holding certain views. Resolutions express a concern
upon which we can take action.
2. Who prepares and presents resolutions?
A‑‑Congregational Unit (CU) through its
delegate.
B‑‑Synodical Women's Organization (SWO)
board has the right and privilege to prepare and present a resolution
to the convention.
C‑‑A group of 5 delegates, signature
required, can present a resolution.
3. What should you ask yourself before submitting
a resolution?
A.
What are the costs in terms of time, talents, and money to implement
this action?
B.
In what other ways might congregational units of our SWO deal
with this concern.
C.
Is the concern something our Synodical Women's Organization
can address?
D.
Is the proposed‑ action consistent with the positions
and policies of the ELCA?
E.
What is the outcome desired if the action is taken?
Resolutions should not
be submitted:
‑if it is already a part of our policy.
‑if there would be cost involved and there
is no funding available.
‑if there is an immediacy and time constraints
do not allow for implementation
4. How is a resolution written?
The resolutions, starts with reasons, and. concludes
with the action desired. The model below may help you with the proper
form. The conventional words and punctuation used are in bold face type.
(Sample) RESOLUTIONS ON PARK MAINTENANCE
Whereas Community Park is used by children throughout the
summer; and
Whereas dangerous
amounts of trash, including broken glass have been accumulating; and
Whereas at least three children were injured in the month
of May:
Therefore be it resolved that the Village Board appropriate funds for a part-time person
to handle park maintenance from April‑October.
5. What is the procedure for submitting a resolution?
A. A Congregational
Unit (CU) or the SWO board may identify an issue, write a resolution and have it approved at a meeting
of the CU or SWO board.
B. The CU or the
SWO board submits the resolution (with sufficient documentation to prove
the "Whereases")
C. The SWO appoints
a Reference and Counsel Committee to review all resolutions
D. The committee decides
whether they recommend to adopt or reject presentation of the resolution
E. The resolution
is presented to the SWO board with the committee's recommendation. (A
recommendation to adopt or reject by either the committee or SWO board
only means they agree that the resolution should or should not be presented.
It is an endorsement or rejection of the resolution itself.)
F. The resolution
is presented at the SWO convention for consideration by the delegate
body with the recommendation of the SWO board to adopt or reject.
G. The resolution is discussed.
A person from the submitting CU or SWO board will have the first opportunity to speak
to the resolution giving additional background and why the delegate
body should vote in favor of the resolution.
